Targets the three automatic set-discount tiers in Admin → Discounts (2 items 3%, 3-4 items 5%, 5+ items 8%). The price rule enforces the £4 floor from Theme settings → CHB Discounts (chb_discount_floor), so items under £4 can neither count towards a tier nor be discounted. If the theme ladder chb_tier_rules changes, the Admin discounts must change with it.
